2,500 tones is a very small amount.
I found that Tesla Model S battery with 85kWh capacity weighs 540kg.
So only ~4629 such batteries could be recycled per year, unless they meant something else.
BTW, 50,000 new battery modules is also a very small number.
An EV has many modules, 2024 Cadillac Lyriq AWD has 12 for example.
So you can get enough materials to build only 4166 new Cadillac Lyriqs.
A ridiculously small number, I simply don't believe this factory can be economically viable.

Basically, bring in new batteries and quietly install them in the old housing, seal them and keep the charade going until either A) actually recyclable Lithium batteries are made or B) shut down the program and blame the lack of ev sales.
