The bill specifically states that it's "for qualifying electric vehicles for which final assembly occurred in North America".
And beyond that, there are the battery and critical component sourcing requirements, and the US does not have a free trade agreement with China (so any vehicle with a battery or components from China would disqualify it from the vehicle credit).
So no, there is not, nor will there ever be (under this bill) be a "pure chinese car" that qualifies. The hanful of currently available vehicles that are assembled in China and sold in the US (Volvo S90, Buick Envision, etc.) fail to meet multiple parts of the requirements for the EV credit (and have hefty importation taxes). As is, the US should be importing less stuff from China, not more, and thankfully this bill will help insure that China EVs don't get a foothold in the US.
